TotalETO - Invalid Procedure Error

Ensure that the access 2010 runtime and the service pack for it is installed. 

Run the following:

Dism /online /cleanup-image /restorehealth

sfc /scannow

If the issue persists, download the ISO from Microsoft for the OS, then double click the ISO.  Then run the setup, makeing sure to use the settings for an in place upgrade (Keep files, settings, and apps).
